Employers and Employment Agencies cannot charge employees fees for a job or employment offer. If an employer is charging workers a fee of any kind, call the Alberta Government Information Line at 310-0000 and ask for Employment Standards or the Temporary Foreign Worker Advisory Office.

RRS UPDATES:

Effective November 27, 2023 our Rural Renewal Stream program has been placed ON HOLD due to limited resources.

Regrettably the Town of Olds is no longer able to continue participation in the Alberta Advantage Immigration Program Rural Renewal Stream.  The application portal is now closed and no further applications will be accepted until further notice.

Those applications submitted prior to November 27th will still be processed.

We are pleased to advise that we have endorsed 30 jobs to assist local employers.  

Employers are responsible to ensure they meet all updated criteria at the time of submission. Partially completed applications are subject to all criteria changes up until the date they are submitted.

Effective August 30, 2023 the following changes have been made to the Olds RRS Program:

Ineligible ALIS Occupation Codes

Olds will no longer endorse candidates in the following ALIS occupation codes: 

6311 – Food Service Supervisors 

6513 – Food and Beverage Servers 

6711 – Food Counter Attendants, Kitchen Helpers and related support occupations 

Minimum Salary Requirement

Due to the high cost of living in the area, Olds will only endorse candidates who have a job offer with a starting wage of $18.00/hour or more. 

Olds College of Agriculture and Technology Employer Job Board

The College has a centralized online portal called OCWorks Job Board for employers to post jobs and receive updates regarding employment events on campus. The jobs posted are accessible to all students enrolled in certificate and diploma programs and will continue to be even after graduation. Residency Requirement

Residency Requirement – Olds will only endorse candidates meeting the eligibility criteria who currently reside in Canada and hold a valid work permit. Employers must submit a copy of their candidate’s work permit as part of the application process. 

Note:  Employers can still recruit out-of-country for jobs they cannot fill locally but cannot make an application to the Olds RRS Program until their selected candidate is legally residing in Canada on a valid work permit. 

Employer Application Limit

Employer Application Limit – Eligible employers can recruit up to a maximum of 25% of their full-time workforce. Businesses with one to three full-time employees are entitled to submit one application.  

Note:  Full-time work is defined as a minimum of 30 hours per week.

Application Review Committee

Application Review Committee – A maximum of eight RRS Employer Applications will be reviewed by the Committee each month. Applications will be selected for review in the order they are received in our system. Once eight applications have been received the RRS Employer Application portal will be closed until the next month.

Key Information: Employers

To qualify for the Rural Renewal Stream (RRS), employers must meet the following criteria:

Eligibility Criteria

  • The company must be incorporated, registered under an act of a provincial, territorial, or the Parliament of Canada and operate a business with an established production capability in Alberta.
  • Offer full-time employment (continuous, 12 months or more) that aligns with the Rural Renewal Stream criteria defined by the Government of Alberta and the Community Partnership.
  • Possess a valid Town of Olds Business License Number.
  • Have a clean record with no violations documented by Alberta Health Services in the last 12 months (applies to Restaurant and Food Services only).
  • No Occupational Health & Safety complaints in the last 12 months.
  • Satisfy all eligibility criteria under the Alberta Advantage Immigration Program’s Rural Renewal Stream before extending an offer of employment.

Ineligible Occupations and Job Offers

The Government of Alberta defines certain occupations and job offers as ineligible for the Rural Renewal Stream. For a complete list, please consult the program guidelines.

Job Posting Criteria

Before submitting a RRS Employer Application, employers hiring to fill a vacant position must advertise an ‘Active’ job posting on the Canada Job Bank,  Indeed.com , and  Mountain View Careers for a minimum of 60 days. This ensures an employer has made a reasonable effort to recruit and hire locally.  As part of the RRS application process, employers are required to: 

  • submit their Employer Dashboard from these job posting platforms to confirm the date the job was posted and the total number of candidates that applied 
  • provide the number of candidates interviewed and the reasons why they were not found suitable  

Note:  Employers must continue local recruitment efforts during the RRS Employer Application review process. All job postings must remain active during this time.  

Employer Fees are Illegal

Under no circumstances are Employers or Employment Agencies allowed to charge employees fees for a job or employment offer. All costs incurred for the RRS Program are the sole responsibility of the Employer and cannot be recovered from your eligible candidate. Employers who charge employees fees of any kind will be reported to the Alberta Government. 

Discussing Rural Renewal Stream Opportunities in Olds, Alberta

To qualify for the Rural Renewal Stream, candidates must meet the following criteria:

To be eligible for the Rural Renewal Stream and work in the Town of Olds, candidates must meet a series of criteria, receive an offer for a full-time, permanent position from an eligible employer, get endorsed by the Olds Rural Renewal Partnership, and apply using the Alberta Advantage Immigration Program portal. Prior to applying for an employment opportunity, candidates are encouraged to review, understand and ensure they meet all eligibility requirements under the Alberta Advantage Immigration Program. There are requirements for:
– Job Experience
– Education
– Language
– Financial Security Candidates are responsible for ensuring they meet the eligibility criteria of the Alberta Advantage Immigration Program (AAIP) Rural Renewal Stream. Your application will be declined if you do not meet the criteria. Submission of an application or nomination by the Alberta Advantage Immigration Program does not guarantee you will be issued a permanent resident visa. Those who do not meet the eligibility criteria will not progress through the program. Candidates that are currently living in Canada are only eligible if they have valid temporary status in Canada. Once a candidate is confident they meet the eligibility requirements, they may apply for employment.

 

Candidates must receive a job offer from an employer who is based within the Town of Olds and has been approved by the Town under its Rural Renewal Stream Partnership.

Job Offer Requirements

At the time your application is submitted and at the time the AAIP assesses your application, you must have a bona fide full-time job offer or employment contract from an Alberta employer to work in an eligible occupation in the Town of Olds.

 

Your Alberta employer must be incorporated, or registered by or under, an act of the legislature of a province, territory, or the Parliament of Canada and operating as a business that has an established production capability, plant or place of business in Alberta. Your job offer or employment contract must be signed by you and your Alberta employer, and must offer:
– Continuous, paid work in the Town of Olds
– Full-time work, defined as a minimum of 30 hours per week
– Employment for 12 months or more
– Wages and benefits that meet or exceed the lowest starting wage for
your occupation across all industries in Alberta as set out on the Alis website.

Application Process

The Town of Olds is a member of the Innisfail Rural Renewal Stream Community Partnership.

Step 1: Employer Applies to Partnership

Complete and submit your Olds Rural Renewal Stream Employer Application form here.

Step 2: Application Review

Applications will require a 3 6 week review period.

The Town of Olds’ Economic Development Officer reviews the application to establish the employer’s eligibility to participate in the Rural Renewal Stream program. This may include an interview with the employer.

Please Note: Candidates are responsible to ensure they meet the eligibility criteria of the Alberta Advantage Immigration Program (AAIP) Rural Renewal Stream prior to submitting a job application to an employer.

Step 3: Endorsement Letter Request

The Town of Olds advises the Innisfail RRS Community Partnership it has an eligible application and recommends an Endorsement of Candidate Letter be issued.

Please Note: The Innisfail Community Partnership must support the Town of Olds recommendation for a Letter of Candidate Endorsement to be issued. The Town of Olds cannot issue a letter without Community Partnership approval.

Step 4: Endorsement Letter Issued

The Innisfail RRS Community Partnership and the Town of Olds issue a joint Endorsement of Candidate Letter directly to the eligible candidate identified by the employer on their application form.

Step 5: Candidate Applies for Provincial Nomination

Candidate applies for provincial nomination through the Alberta Advantage Immigration
Program portal to receive a 204C letter from the Government of Alberta.

FAQ: RRS Program

Is an Employer able to nominate a current employee for the RRS Program?

Yes. An employer may nominate a current employee who has been working for their business for a minimum of 60 days. The candidate must hold a valid work permit and meet all the RRS eligibility criteria set out by the Government of Alberta. Employers will need to submit the original job offer letter to confirm the date of hire. The 60 day job posting criterial is for employers hiring to fill a vacant position.

No. Up-to-date information on the Alberta Advantage Immigration Program and the Rural Renewal
Stream program, including candidate eligibility, document requirements, and more can be found on the

Am I able to contact AAIP by phone?

Yes. AAIP Phone number is 780.644.7534. AAIP staff will respond to program inquiries and provide clarity on processes for clients.

Does the RRS program have a provision to extend a work visa, or issue a temporary work visa, for an applicant who has submitted an AAIP application and is awaiting a decision?

No, the RRS program does not have that type of provision. The applicant may have a lapse of time with no work permit, but this is not an issue as long as their work permit was still valid at the time they submitted their AAIP Application via the online portal.
